The 2023 Session has concluded in Maryland, and I’m excited to share this year’s many successes, personally, locally, and as a State. The first year in a Legislative body is challenging. It is a humbling experience where you are tackling hundreds of issues while learning the process of legislating.


Some of the successes this Session include the Legislature passing an important bill I sponsored to support organizations going out of business. I also chartered an agreement with the Maryland State Department of Education to make voter registration links more accessible to students. Additionally, your Frederick County legislators secured nearly $25 million in capital project funding in partnership with local government.

We are pleased to submit the reports of the Senate Budget and Taxation Committee and House Appropriations Committee dealing with the final actions taken on House Bill 200 and House Bill 201. House Bill 200 is the State operating budget, making appropriations for the support of the State government, for aid to local governments, and for other purposes during the fiscal year ending June 30, 2024, and for deficiency appropriations for the fiscal year ending June 30, 2023. House Bill 201 is the State capital budget, authorizing general obligation debt for State facilities and for grants to local governments and nonprofit organizations for the construction of and improvements to facilities and infrastructure.

The 90 Day Report is divided into 12 parts, each dealing with a major policy area. Each part contains a discussion of the majority of bills that passed in that policy area, including background information and comparisons to current law, as well as a discussion of significant bills that did not pass. Part A contains information relating to the operating budget, capital budget, and aid to local governments.


We trust that this report will be a useful source of information for all members of the public. The department’s report on the fiscal effects of legislation from the 2023 session will be issued after the Governor has taken final action on all bills.

Legislative Bond Initiatives (LBI), formerly bond bills, are bond authorization requests filed by members of the Maryland General Assembly (MGA) to support specific local or non-state-owned capital projects.


Although not submitted as part of the Governor’s capital budget, the authorization to fund an LBI is provided in the State’s annual capital budget bill.


The Department of Legislative Services (DLS) reviews LBI requests by the rules and procedures established by MGA.
